Memory Record objects show nothing special

The correct Memory Record quest must be active. Speak to Ian or Arquien again and check the quest window.

Restricted area is closed

Complete Ian's Last Exploration dialogue, receive Access Permitted, and speak to an Access Controller on verus03.

Chairman's office is blocked
